Joseph M. Delibertis

President

Joe founded D&S Elite Construction, Inc. in 2008 after 25+ years in the industry. As President, Joe oversees the day-to-day operations of D&S Elite Construction, Inc. and is responsible for the overall performance of all construction projects and contracts.

Joe got his start in construction at age 10 working as a carpenter helper with his dad. After earning his Associates Degree in Building Construction at the Pennsylvania College of Technology in Williamsport, PA, Joe worked as a carpenter foreman, superintendent, and project manager, as well as being a partner in a multi-million dollar construction company before becoming President of D&S Elite Construction, Inc.

ALLEN BUTLER

Vice President of Construction

Allen manages the entire D&S Elite Construction, Inc. residential project portfolio. Working directly with clients, design professionals and trade contractors, Allen takes pride in delivering projects that exceed his clients’ expectations and upholds the D&S reputation for quality workmanship and exceptional service.

Allen’s interest in construction began shortly after graduating high school when he was offered an opportunity to learn the finish carpentry trade. Allen spent the next 15 years as a lead carpenter refining his craft in some of southeastern PA’s most prestigious homes, where he developed an appreciation for fine craftsmanship and an understanding and passion for the entire construction process. He then moved into construction management, bringing his extensive experience of working hands-on in the field to become a strong link between trade contractors, clients, and design professionals throughout the entire construction process.

Matthew Perini

Project Manager

Matt began his journey in the construction industry as a summer job during his college years. Those long summer hours made Matt realize he had a passion for construction and helping clients create their dream homes. What started out as a summer job quickly turned into a career that includes all facets of construction. Prior to joining D&S Elite Construction, Inc., Matt worked as carpenter, foreman, site superintendent, estimator, and project manager for one of the nation’s largest home builders. Matt utilizes his vast experience in the industry to collaborate with clients allowing them to achieve their construction goals.
Matt lives in the Berks County area and enjoys spending time with family and friends. His hobbies include cooking, riding motorcycle, and traveling.

Harry Snyder III

ASSISTANT Project Manager

Harry serves as an Assistant Project Manager and also contributes to estimating. Early in his career, he’s eager to grow by working on a wide range of projects that offer valuable hands-on experience.
Drawn to the company’s diverse project scope, Harry saw this company as the perfect place to build a strong foundation in the industry. He originally planned to study architecture at Penn State but pivoted to civil engineering—setting him on his current path.
Outside of work, Harry enjoys golfing, snowboarding, and cheering on the Phillies, along with football, hockey, and basketball. His favorite advice? “Take your time—rushing leads to mistakes.”

Julie Reinert

Controller & Office Manager

Julie brings organization and enthusiasm to her dual role as Controller and Office Manager. She’s most excited about being part of a supportive, team-oriented environment and growing her knowledge of the construction industry from the inside out.
What sets D&S Elite Construction, Inc. apart for Julie? The company’s genuine commitment to customer satisfaction—something she believes truly distinguishes the team.
Outside of work, Julie enjoys spending time with family and friends. A fun fact? She’s a self-proclaimed reality TV junkie.
Her favorite piece of career advice: “Don’t put a permanent decision on a temporary situation—and trust, but verify.”

Craig Schafer

Estimator

As an Estimator, Craig is excited to jump right into projects and connect with clients face-to-face. With years of experience under his belt, he brings valuable insight to an already knowledgeable and well-established team.
Craig believes D&D Elite Construction, Inc. stands out in the industry thanks to its upfront project preparation, transparent proposals, and strong commitment to delivering results on time and within budget.
Outside of work, Craig enjoys golfing and grilling. A fun fact? He and his wife rescued a Chiweenie named Barnaby ten years ago.
His best piece of career advice: “Try not to approach your work with blinders on—never lose sight of the big picture.”

Amy Wiest

Project Manager at American Crane

Amy Wiest is the Capital Projects & Facilities Maintenance Project Manager at American Crane. She joined the team to return to a smaller, community-focused company where teamwork and integrity lead the way.
With a background that blends technical precision and creativity, Amy originally aspired to be an artist—until a drafting class sparked her passion for engineering.
Outside of work, she enjoys time with her husband and three sons, volunteers at her church, and spends her free time quilting, antiquing, and experimenting in the kitchen.
Her go-to career advice? “Prioritize others, the rest will fall in place.”

Anthony Zinno

Superintendent at American Crane

Anthony brings a wealth of knowledge to his role as Superintendent, overseeing work at American Crane while also assisting on residential projects. He’s most excited to be part of the next generation of a family-run company, contributing to its ongoing legacy.
Drawn to the genuine, team-oriented culture led by Joe and Allen, along with the opportunity to be part of impactful projects. He believes this company stands apart in the industry not just for its high-quality work, but for its people—from top to bottom.
Outside of work, Anthony enjoys supporting the community, golfing, attending music events, spending time down at the Jersey Shore sports fishing, and enjoying time with his family. A fun fact? He spent years performing as a local musician throughout the Northeast.
His career advice: “Identify problems, find solutions.”
